12. þing ASÍ-UNG kallar eftir samstilltum aðgerðum stjórnvalda, sveitarfélaga, atvinnurekenda og verkalýðshreyfingarinnar til að tryggja félagslegan hreyfanleika og jöfn framtíðartækifæri ungs fólks.
Jöfn tækifæri verða ekki tryggð til framtíðar nema kerfin sem eiga að skapa þau séu í stöðugri þróun í takt við samfélagið.

12th Congress of ASÍ-UNG calls for equal future opportunities for young people
The 12th Congress of ASÍ-UNG, held at Hotel Reykjavík Askja, concluded today. The Congress adopted the following resolution on future opportunities for young people.
ASÍ-UNG is the youth wing of the Icelandic Confederation of Labour (ASÍ) and a forum for young workers within its member unions. It works to strengthen the voice of young people within the trade union movement and to defend their pay, conditions and rights in the labour market.
Resolution of the 12th Congress of ASÍ-UNG: Future opportunities for young people
The 12th Congress of ASÍ-UNG expresses grave concern about the obstacles standing in the way of young people’s social mobility. Opportunities for education, employment, housing and financial independence must not be determined by parents’ financial means, family background or place of residence. The Congress considers it urgent to counter the trend whereby social and economic status is inherited between generations and young people have ever fewer opportunities to improve their own living standards.
The housing market is one of the biggest obstacles to social mobility. High rents, high house prices and heavy interest costs make it difficult for young people to build financial independence. A secure rental market and an increased supply of affordable housing must be ensured, including by strengthening non-profit housing development.
The path to home ownership must not depend on financial support from parents. In particular, action is needed to address the gap that arises when people lose their entitlement to housing support without having acquired the financial capacity to buy their own home. The Congress calls for improved lending terms, a revision of affordability assessments to take account of previous rent payments, and a comprehensive review of housing support, including the mortgage interest allowance system, so that support reaches both those building up equity and those who need help meeting housing costs after purchase.
Society’s support systems should equalise opportunities, not perpetuate inequality. The interaction of taxes, benefits and income-related charges can leave young people and families with children trapped in financial uncertainty despite being in work. The Congress calls for a review of income thresholds, benefit reduction thresholds and marginal tax rates in light of the cost of living and disposable income. It must be ensured that support systems work better together and that the financial benefits of increased participation in work actually reach people.
Equal opportunities in the labour market are a prerequisite for social mobility. Young people must be given the opportunity to gain work experience and make use of their education. It is unacceptable that a shortage of apprenticeship contracts and work-based training prevents people from completing their studies or entering employment. The Congress calls for greater responsibility on the part of employers and the education system for work-based training, and for access to education, continuing education and professional development to be guaranteed regardless of financial means, place of residence and employment status.
Technological change and the increasing use of artificial intelligence must not undermine workers’ job security and rights. The Congress emphasises that the trade union movement should play an active role in shaping the future labour market, ensure human accountability and participation in the introduction of new technology, and campaign for workers to have realistic opportunities for retraining when jobs change. At the same time, it must be ensured that technological progress does not reduce new generations’ opportunities to gain work experience, build professional expertise and pass it on.
Family circumstances and place of residence must not limit young people’s opportunities to participate in society. It must be ensured that parental leave, pre-school services and other support systems enable parents to balance work, study and family life. At the same time, the disparities arising from place of residence must be reduced, including with regard to access to education, employment and essential services. Parents must be guaranteed equal opportunities to care for their children.
The 12th Congress of ASÍ-UNG calls for coordinated action by the government, local authorities, employers and the trade union movement to secure social mobility and equal future opportunities for young people.
Equal opportunities cannot be secured for the future unless the systems meant to create them are continually evolving in step with society.
